I ususally can get this to work as long as I remember to start the Web Service Root app pool, but this time I'm running into something else.
Using the farm account, which is a local admin, to run the sync service, the provisioning process hangs after ILM Configruation: Configuring certificates. The next step, Configuring registry keys never appears in the log.
Any ideas what may be causing this?
I've given the farm account explicit full control permissions to the FIMService and FIMSynchronizationService registry keys, and I validated that it has full control to HKLM\Software\Microsoft\Forefront Identity Manager.
