Believe me, it happens. I've interviewed dozens of candidates and even though it is not this extreme it is true to some degree. You put out and ad for "Experience with TCP/IP in corporate/domain environments" and people don't even know what DHCP or DNS are. Sad.
It is not fake - it is MSL reality, those people are working there... and in Prometric.

I had a telephone interview the other day, for a vacancy with a large IT company, the name of which begins with "M". Like the guy in the interview, I "hold multiple Microsoft certifications" . I was also asked the same question, and I answered it like he did.
Sill didn't get the job.
